Believe it or not, but buskers in Montreal must now pass an audition with a jury before they can be granted permits to perform in public spaces. One casualty of the new system is Rafael Montero, 34, better known under the stage name of Rafael Sebastian. Montero has been a fixture at Place Jacques Cartier, where he has entertained audiences since 1994 by juggling lit torches, swallowing fire, and performing magic tricks. On April 22, he received a letter from the Ville Marie borough saying he can't perform in Place Jacques Cartier anymore. The audition was held in a theatre; Montero said most of his tricks couldn't be performed there because they were fire-based and that a large part of his act was interacting with the audience. The judges scored him 4 out of 10 for "interaction with the public," even though there was no public. Preposterous.

Canada raised the age of sexual consent from 14 to 16 yesterday, the first such change in over a century. The new change brings us in line with other countries such as Australia, the United Kingdom and many American states. Under the new law, anyone under 16 can't legally consent to any form of sexual activity, from kissing to intercourse. Any adult who has sex with someone under the legal age is criminally liable and can spend up to 10 years in prison. However, the Criminal Code contains a "close-in-age" exemption of 5 years and less. For example, a 19-year old can have sex with a 15-year old legally. The Tories say that raising the age of consent will protect teens from being lured on the Internet, but some groups argue that it will drive teen sex "underground" and prevent youth from getting safe sex information.
